Disaster Management Action Plan
The purpose of the District Disaster Management Action Plan is to ensure coordination among various departments and agencies of the Government and other agencies expected to participate in the Disaster Management. The Plan provides for arrangements, roles and responsibilities of various agencies associated with Disaster Management activities. Its other purposes are:-
- To ascertain the status of existing resources and facilities available with the Government Departments and other various agencies in the management of disaster and set up a system of coordination at the District Level.
- Assess their adequacies and shortfalls if any in providing response to the Disasters.
- Suggest hazard-specific preparedness, response and mitigation resources.
- Suggest dependable mechanism, technological support, up gradation of information system and data management for improving the quality of administrative response to disasters at District Level.
- To make District Disaster Management Plan as an effective response mechanism as well as policy and planning.
- To provide precise actions, procedures and responsibilities well in advance in order to ensure timely response in case of Disasters.

Aalow ( آلو ) - Incident Response System
Aalow is an innitiative by the District Disaster Management Authority (DDMA) and National Informatics Center (NIC) of District Kulgam for Management and immediate Incident Report and Response towards the sudden incidents reported and actions taken towards them within the District.
For immediate and effective disaster response, Incident Response System (IRS) for the District has been prepared, in line with the State as well as National Disaster Management Plans and the same has been incorporated in the updated version of District Disaster Management Plan. District Administration has identified 16 expected Taskforces for key Response Operation functions, each headed by an Officer Incharge and supported by other concerned members/organizations, details of which have been provided in the attached Disaster Management Plan Document (2020-21).
As such Aalow - "A Citizen Service Website/Portal and Mobile App" for prompt Incident Response and Disaster Management is being lauched by the District Disaster Management Authority (DDMA) Kulgam for immediate and effective response and Disaster Management within District Kulgam.
